I haven't sewn for years and was on a tight budget, but was able to make this book including the pattern for about $20 (see below). Oh yes, and lots of time, but it was a fun way to re-teach myself how to sew while making something for my 18 month old son. The instructions themselves are very straightforward and easy for someone at any level to handle.
A few words of advice:
I can see how someone could easily spend $50-100 on making this book. My advice . . . start with any scraps you have, or if you're like me and don't sew then gather any old worn clothes you want to give to charity, and cut them up for scraps. Using clothes you also have access to free zippers, buttons, and pre-hemmed pockets, etc. I have a few crafty/school teacher friends and picked up some googly eyes here and an old mini teddy bear there . . . and before you know it you can gather most of the fabric you need without spending anything. I even cut the soles off a pair of old shoes I was going to throw away anyway to use for the laces page. I cut coupons out of my Sunday paper and printed a 50% off JoAnn coupon online and was able to get duck canvas, felt, a fabric marker, interfacing, glue, and a few other things for cheap. I found out a neighbor has a machine to cut fabric shapes and it was fun getting to know her better while she taught me how to make the shapes I needed out of my felt (25 cents a sheet). It took me a month or so to passively gather supplies as I kept an eye out, but it made it so I didn't have to buy much.
Also, if you have access to a rotary cutter and self healing mat, it will make your life so much easier! You who sew know that, but this novice was blown away at how much easier it was to cut out straight pages and shapes!
